  Some people don't want anything built! Some people equals 87% of Californians polled do not want the Bullet Train built. Instead polled respondents want existing infrastructure (roads, highways, bridges etc) repaired, maintained and upgraded.

  But opponents to the project point out the fact that voters are not getting what they were promised back in 2008. The San Diego Union-Tribune highlighted these concerns regarding the high-speed rail project in an editorial:

  If Richard and the CHSRA are sincere about addressing local concerns, itís time they also sincerely address big-picture concerns, which hinge on legally binding promises made to state voters in 2008 to win passage of Proposition 1A. The measure provided $9.95 billion in bond seed money for the project.

  One of those promises was that construction would not begin until all the money was in hand to build a route that could be self-sustaining if full project funding wasnít available. The rail authority has never identified how it will pay for the $31 billion, 300-mile initial operating segment from Merced to the San Fernando Valley. Attorney General Kamala Harris declined to appeal the section of a broader Sacramento Superior Court ruling that concluded the state didnít have a legal business plan.

Update
HSR still having land (right-of-way) purchase problems. Money, money issues HSR is slated to get 25% of annual cap-and-trade revenues, which is a significant sum in the coming years, helping put the project on a more stable financial footing. Cap-and-Trade has already generated $750million for all uses.

The Chinese HSR, will only a couple of routes make $$$$, the other routes still require heavy government funding.

Maybe a problem exist with futuristic planning based upon population demographics still focused upon Peak Oil-Burning Coal, e.g. hydro-carbons and the world's most valuable resource FRESH WATER. Earth's resources cannot sustain every countries' policies based upon GDP (Gross Domestic Product), i.e. mass consumerism.
